You unlock Seals by pulling duplicates of that Primal from the awakening banners.

Each duplicate grants you one Seal, up to a maximum of six per Primal. 4 Seals grant new effects and bonuses to your abilities, and 2 Seals increase the Skill Level and Skill Level Cap of that Primal’s abilities.
